History

The Organization for Social, Cultural, Awareness, and Rehabilitation (OSCAR) was established on September 28, 2014, to oversee and run projects to assist Afghanistan, a country deeply affected by decades of conflict. OSCAR operates in various sectors, including education, capacity building, vocational training, Women empowerment, Child protection, health, construction, irrigation, Afghanistan has long suffered from a mentality that discourages ordinary citizens from bringing about change in their social, political, and economic lives. The reliance on violence as a means of protest has further pushed the youth toward extremism. Compounding these issues are the lack of knowledge about peaceful alternatives, environmental degradation, insufficient hygienic practices, and the persistent marginalization of women. In addition, communal conflicts over water resources and the absence of professional research to guide solutions exacerbate these challenges. OSCAR was established to tackle these multifaceted problems by empowering citizens, promoting nonviolent civic mobilization, conducting professional research, and implementing impactful projects across various sectors. Over the years, OSCAR has pioneered nonviolent civic mobilization in Afghanistan, conducting workshops on peace education, human rights, and media with support from esteemed donors, including USIP, the US Embassy, ICNC, NED, and Peace Direct. These workshops have been conducted in provinces such as Kunar, Khost, Paktia, Logar, Paktika, Nangarhar, Kabul, and Kunduz. Furthermore, OSCAR has made groundbreaking contributions to peace education by publishing materials in Pashto, including the translation of Civilian Jihad in the Middle East and Why Civil Resistance Works and developing the first-ever book on nonviolent civic mobilization tailored to Afghanistan's context. OSCAR also recognizes the interplay between literacy and extremism. Areas with higher literacy rates show reduced levels of violence and extremism, while illiteracy drives backwardness and terrorism. To address this, OSCAR engages with youth and other societal stakeholders to promote literacy and foster a progressive, tolerant, and pluralistic society. In addition to its contributions to peacebuilding and education, OSCAR has successfully completed numerous projects in diverse areas, including construction, shelter facilities, transportation engineering, well-digging, pipeline schemes, and healthcare development. These initiatives include building schools, creating vocational training opportunities for youth and women, improving medical accessibility, and providing relief operations. OSCAR is proud of its professional team, which includes senior engineers and technical experts with qualifications from prestigious universities worldwide, ensuring the highest standards in project implementation. Cultural Preservation and Awareness: We are committed to preserving Afghanistan's rich cultural heritage by promoting awareness and respect for traditions, fostering cultural pride, and documenting and protecting the country's historical and cultural landmarks.
Rehabilitation and Development: Our focus is on assisting in the rehabilitation and development of Afghanistan through the capacity building of local communities, job creation, and enhancing the efficiency and quality of work through training programs and the transfer of knowledge. This supports the Afghan government’s efforts in the construction of key infrastructure and the implementation of emergency development projects.
